A simple update that adds some needed polish.

- Made hard mode more difficult by giving the AI a higher budget to spend on purchasing expensive units.

- Added a round-timer at the top of the screen to give the player a sense of time.

- Decreased the Scout's spawn rate and increased the Soldier's spawn rate; this makes soldiers more viable and nerfs scouts in mid-game.

- Increased player max health in easy mode.
